THERE IS NO NATIONAL EMERGENCY and NO U.S. Forces were directly in harms way. What President Trump did was put 40,000 of our troops in harms way with this careless order of bombing which DID NOT Destroy Iran's capability.
What the President can do:
Under the War Powers Resolution of 1973, the President can:
Use military force without prior congressional approval in cases of a national emergency or to protect U.S. forces abroad.
Once action begins, the President must notify Congress within 48 hours.
The military action must end within 60 days (with an additional 30-day withdrawal period) unless Congress authorizes further action. Congress has often failed to challenge or formally check presidential action, leading to a "gray area" in U.S. war powers.
Critics argue this allows too much unilateral military power by the executive branch
